XP wont start (anyway to use system restore?)

This all started when I tried to install the Vista Customization Pack v3, I
found out i didn't need it at all and had all i needed but i couldn't
uninstall it. The uninstaller was gone. So i used a few of the ideas from the
creators but that only made it worse! When i rebooted my computer everything
started fine until i reached the welcome screen. When i reached the welcome
screen the entire screen was black and a dialog box poped up. It looked
extremly simaler to the one i get when i install corrupt welcome screens so i
disregarded it and went ahead. Once i went passed the dilog boxes i hit
something new. To be exact the new dialog box said that i was missing a file
() and that the only way to fix it would be to replace it either manually or
from an administrator and it will only let me restart the computer. So i
restarted and i got the same dialog boxes and i was left with two options. 1.
use my backup ard drive to reinstall the missing file, or 2. Some how use
system restore. Sadly my supposed backup wasn' working so now i have to ask.
Is there any way to run system restore or safe mode before i get to the
welcome screen? If you have any other suggestions please offer them. Thank

I apologise for double posting but i forgot to mention the name of the
missing file which is: Logon user inter face dll msgina.dll
 
VISTA and XP do'nt work well together....You can tap F8 at restart,or
start-up
for safe mode.You might end up,booting to xp cd,select,install xp,repair this
copy..Only updates are lost...
