XP wont shut down, restarts

I have windows XP pro and when I shut it down it
restarts. I do not have Roxio and I do not get a blue
screen flash. I have unchecked the restart in advanced
tab and I get a blue screen when I do that. At the end of
the blue screen I get a ***STOP: 0x0000007E
(0x0000005,0x00000000,oxF7CB0A94,0xF7CB0794)
