xp won't boot

Xp will only boot in a safe/network mode. This was a clean install, brand new.

Try this, boot to Safe Mode, boot the system, start tapping F8, at the menu
select Safe Mode, decline the option to use System Restore when you get to
Safe Mode.

In Safe Mode, go to Start, type msconfig and press enter. Go to the
Boot.ini tab, if there's a check next to Safeboot, remove the check, click
apply and ok and see if that resolves the issue. If it isn't selected,
select it, click apply and ok, then deselect it, click apply and ok and see
if that resolves the issue.
