XP Upgrade won't connect to internet

I have just completed installing the upgrade of Windows
XP Pro over Windows ME on my computer. Once finished I
find that although Internet Explorer will connect to the
internet, Outlook Express will not. In addition, Windows
activation and registration says I do not have an
internet connection, and my Norton's Anti Virus will say
that same thing. There are also times when I cannot
connect through Internet Explorer either, but for the
most part that works. I connect via a broadband
connection and all my other computers connect without
problem. How can I be open to a web site and have the
Windows activation/registration tell me I don't have an
active internet connection? Help!

Can't access some web sitesSymptoms: 1) If you're using MS ICS or Windows
server as router to access the Internet, your clients may not be able to
access certain web sites. However, the ICS host or the server doesn't have
this problem.
2) After installed a new router or cable modem replacing dial-up to access
the Internet, you can't access some web sites.
3) You also find that most web sites you can't access are block to ping or
they are security sites using HTTPS.

Causes: 1) The problem occurs because many web servers block ICMP messages
and the packets are dropped. As a result, the requested web site doesn't
load.
2) This problem is caused also by an incompatible MTU networking setting.
You may try to install the latest SP. If you use MS ICS, you may want to
configure all your Client computers to use the new, lower MTU as the default
for all Internet communication. To modify the MTU size, locate the following
registry key: HKEY_LOCAL_MACHINE\ SYSTEM\ CurrentControlSet\ Services\
Tcpip\ Parameters\ Interfaces. If you use a router like Cisco DSL Router,
you may want to adjusting the PPPoE MTU Size. For example, to adjusting the
PPPoE MTU Size on the Cisco DSL Router, do

Ok, maybe I didn't explain this clearly. When I am
connected to the internet through internet explorer I can
get to any site I want without problem. At the same time
when I try to get my email I am told that I do not have
an internet connection. I have checked the account set-
up and it is configured correctly. On occasion when I
start the computer I cannot get on the internet at all,
but then I will restart and all will work, except of
course email. I never am successful in trying to
register either windows xp of Norton's Anti Virus. Again
both programs say I don't have an internet connection.
There are two LAN connections in the Network folder and
both list the status as connected at all times. I would
like to delete all the network connections and then set
up a new one to see if that works, but I can't find out
how to do this either. So to sum up, at the same time
one area of the computer says I am connected to the
internet, another area says I am not. I have two
computers connected to a Linksys router and then to a
cable modem and the other computer connects at all
times.
