XP update problem -- nothing happens

The little update icon in the lower right hand corner always appears, and
nothing happens. It always says "Downloading Updates 0%", and doesn't go
away.

Help in getting rid of this would be appreciated.
 
It looks to me as if the system is overloaded with people trying to download
the update. Patience is best.
