XP Unable to Find ANY Drivers

I've been in a battle to get XP to load the driver for a USB storage device
and just realized that XP is unable to find ANY drivers for any hardware.
I uninstalled the USB Serial Bus Controller, rebooted, the system runs
through the New Hardware Wizard, but reports that it can't find any drivers
for the device. It did when I installed it, but not now. And it doesn't
find drivers for anything that I plug into the PCMCIA slots.

Driver.cab exists in windows/Driver Cache/i386. PNP Device Enumerator is
running. I have no idea what's going on. Any suggestions?

This is more basic then that. I've just noted is that if I go into the
Device Manager, select any device, do an Update Driver specifying that I
will "install from a list or specific location", and pick "Don't search,
I will choose the driver to install" that none of the hardware types
show any drivers. On my properly working system it shows compatible
hardware, but on the laptop I have to select a hardware type and no
drivers are located.

Drivers.cab is not enough, unfortunately.
Please see a PC specialist. Tampering with driver database
without knowing exactly what you're doing, can end
in complete reinstall :(

What hardware are you trying to install?
