I have previously posted this question and received one response with some
helpful info but it didn't help solve the problem. The problem is, system
restore works normally in safe mode only, but not in regular mode. This
problem started only recently, and I suspect I inadvertently helped create
it. Am hoping someone else might have come accross this problem and found a
fix.

No dual booting with another OS.,
Not using 3rd party firewall.

Have you tried turning off system restore, then turning it back on?
This action will destroy all previous restore points, but you should be
able to set new ones after doing so.
However, the fact that system restore works in safe mode but not normal
mode makes me suspect that some program is interfering with its
operation in normal mode.

It seems that I have, in the meantime, hopefully, permanantly, solved this
problem by uninstalling Adobe Acrobat Reader 8.1.2.
