XP Sys Restore doesnt work

my system was attacked by a hacker with a trojan horse.
that has cleaned my System Restore. now whenever i try to
open System Restore, this message is given,
" System Restore has been turned off by goup policy.To
turn on System Restore, contact your domain administrator"

im the admin of my pc.

plz help

Try going into your computer properties, and reactivating
system restore, (seems it is turned off). You must
reactivate it!

I cant do that because its Tab is disappeared from
computer properties. there are only six Tabs in my
computer properties now.

Sounds like this hacker has corrupted some sys files.
Try replacing them with scannow
try this start run type in sfc /scannow

if you had a hacker get into your system, the best bet is
to do a clean install, get a better firewall and use a
strong password for administrator.. else you will never be
sure you got all of his backdoors into your system.
