Win XP spack 2 System Restore

Can anyone please help???
When i try to do a system restore i get a message saying:
System restore has been turned off by goup policy. To turn on system restore
contact your domain administrator.
what are group policy????
I am the administrator on my computer.
i am geting more and more frustrated and more and more stupid.
Any help will be much appreciated.

For Windows XP Professional Edition: run GPEDIT from Start > Run. In
the Home Edition this is not available.
Also scan the computer for viruses and other malware.

I have run spyware and virus killer and still with the problem.
