XP stuck at the logo

Hello. I have been struggling with this problem for a few days now and CAN
NOT BRING Windows back (XP home eddition on a dell puter). Windows hangs just
before login screen (I see blue screen with Windows XP logo and mouse
pointer). Before that if press F8 I can't even get into the safe mode. It
shows safe mode in each corners of a black page like it wants to bring it
then it goes back to the blue logo screen. I have tried many many many times
to boot with XP cd but it does not do anything. I ran diagnostic At one point
I got this error code 0F00:136C which I googled it and everyone points to the
CD-Rom but further test of the CD-Rom and DVD came out "test passed". I can't
even boot from the floppy. Appreciate any suggestion that might point me to
the right direction!

1. It's COMputer, not "puter." This isn't a chat room.

2. If your system won't boot using a boot floppy, then your problem
is not related to Windows. It's a problem with your HARDWARE, or
maybe your BIOS, but not the OS.
