XP SPII Firewall wont open / Cant see SPII in Add & Remove

As my title implies I cant open the firewall, when I do try to open it I get
an error
"Due 2 an unidentified problem, Windows cannot display Windows Firewall
settings"

So I have been on the net & searched for over a month now & thenI found
this site Please help.
Things I have tried thus far I tried all the merging of Known working
regfile for shared access & I have tried the NETSH RESET FIREWALL COMMAND &
I have ran all the virus scanners & come up cean,I have tried to uninstall
SPII & that is when I ended up here.

See I cant see it in add & remove to actually remove it , so I put in my
SPII install CD that I got from M$ for free I must add !!!

& when I ran it to try & uninstall or reinstall ,
"heck I didnt care as long as it did something" I got an error , it stated
acces to SPII denied .

PLease help as I have a lot of data I dont care to loose & I dont really
want to reformat & install all.

Re-format is not a must, reinstalling XP maybe your best bet.
Delete all in Start\Programs\Startup
And delete all in the registry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
restart computer
Try reinstall/uninstall SP2, if it doesn't help then
I would reinstall windows without formatting.
