XP SP2

Installed Service Pack 2 for XP on a Compaq laptop running
XP Pro SP1. After installing, restarted laptop but now it
is in an endless loop of restarting. Tried going into
Safe Mode but it would loop into the restart. Does anyone
have any ideas why this is happening and how to fix it?

This is the error message that appears:

STOP:c0000135 {Unable to locate component}
This application has failed to start because winsrv was
not found. Re-installing the application may fix this
problem.

How can I fix this error without resorting to reinstalling
Windows XP?
