XP SP2 Suddenly Can't Shut Down, Reboots

First, "restart on failure" is unchecked in my system. The system correctly
shuts down when I click on "turn off" in the safe mode/safe mode w/ network.
However, after normal booting, the system reboots when I click on "turn
off." Again, "restart on failure" is unchecked and I see no BSOD or warning
messages during shutdown. What might cause this? The system worked fine
yesterday and I didn't change a thing in the system today.
