Xp sp2 laptop drain

Does anyone know if the Windows XP Laptop Battery Drain Problem Fix was an
included part of windows update or do you need to go and specifically
install it on your laptop?

i only know of a usb power consumption download. It is a manual download
that i got somewhere pff of the microsoft.com site...
