XP SP 2 Buffer Space

Getting a message when using some programs that says
there is not enough buffer space. This has just started
happening recently. Is this a RAM problem perhaps?

I have a friend that is receiving this message and
haven't gotten the entire message yet from him. Would you
think that it is a memory problem with amount of RAM?
