XP shuts down but then starts up again without being asked

My XP Pro machine no longer stays shut down after I shut it
down via the START button. It does go through the shutdown
process and the screen goes blank - but then it starts up
again. This problem occurred a few months ago and I
couldn't find how to fix it. I finally fixed it by the
sledgehammer
means of reformatting the drive and reinstalling XP. But
now after two months, the problem is back again. Does
anyone have any idea how to fix it?
