XP Shuts down but the computer doesn't

Windows xp shuts down, turns of the monitor, but it does not turn off the
computer. It always has until about 2 weeks ago. I can not use restore as I
have no restore points previous to the problem due to virus removal (the
shut down problem and the virus did not happen at the same time. Any Ideas?
