XP Shutdown command restarts PC

When I try to shutdown my XP Home it restarts and I have
already tried unchecking the box in My computer -
Properties - Startup and Recovery - System failure -
Automatically restart! This is an instruction given inthe
FAQ DB and it doesnt work, any other ideas???
