Restarts Rather Than Shutdown

I've got a computer (Compaq D310) with Windows XP SP2 that I try to shutdown
using Start / Turn Off Computer / Turn Off, but the system just restarts
again.

Here's what I have tried:

1. Unchecking system failure restart under Startup and Recovery.
2. Checking for Roxio 5, but it's not on the computer.
3. Check the Event logs for any shutdown errors, but no failures occur.
4. Selective startup of deselecting all start up and services items.
5. Upgraded to latest BIOS v 3.18
6. Complete Microsoft Update
7. Safemode shutdown

I've run out of ideas.
