choosing shutdown restarts the computer

common problem, when I choose shutdown XP Pro shuts down then restarts the
computer. I've updated Windows, I've updated the bios. The first problem was
XP would give "It's now safe to turn off your computer so I did the updates
noted above. Then I went to the APM tab in power settings to do what MS
recommended. that solved the "it is now safe...." message but it restarts
instead. I then went to startup and recovery and unchecked "automatically
restart" but it still does it. What can I do? This is a fresh install, Roxio
isn't installed.

Event viewer didn't give me anything but a bunch of "Information" listings.

Any other ideas?
