XP Shut Down Command Does not work

XP professional - Dell laptop
The shut down command does not work. Must manually force
the system to shut down by holding the power button for
about 10 seconds. Restart command is similar. Please
Help!

Has this ever worked, is this a new system. If yes, contact Dell. If this
is a recent issue, try using System Restore to take you back to a time prior
to when this began. Start\All Programs\System Tools\System Restore.

Similar problem on desktop computer. I installed XP Pro on
a new hard drive. A week later, clicking "Turn Off
Computer" does nothing, and I have to pull the plug to shut
down my machine. Tell me if you figure it out!
