Cannot log off shut down or switch user

Just occasionally I am unable to log off, shut down or switch user also the
task manager will not open.
I have XP Pro with SP3 installed with 3 users.
If I try to shut down the window opens and I selct either shut down or
restart, but then it just ignores the command and carries on as if I'd not
done it.
I have run anti-virus and spyware checks, all is clear.
Can anyone please help?

Try installing xp cd,exit the menu page,go to run,type:cmd In cmd type:
Sfc /Scannow When its thru,type:CHKDSK C: /F Agree to restart,type:EXIT
Remove xp cd,restart pc.

I have the exact problem.... After the first time I login, i am able to logoff-shutdown and restart..But when I log off and log back in, I then am unable to log off. And not able to Access the Task Manager. Its great i can still go to the commad prompt and use the shutdown.exe -l But i would like to resolve the issue. Any advice???
