xp security tab missing

I am trying to access the security tab in exporer, (not iexplore) but
it isn't displayed. I have turned off simple file sharing and nothing
is set in the gp to restrict security. any ideas?

baaaaahhhhh!!! foiled again... it's fat32. didn't even think of that.

In Windows XP, Security is only supported with NTFS file system. It seems
that you are trying to access the Security tab on FAT32 File System, which is
not supported.
However, you can change the file system from FAT32 to NTFS using the Convert
command at Command Prompt.

On the right side pane on the same article, the command has been described
about how to convert file system to NTFS using the CONVERT command.
