Xp safe mode with networking

Short answer: "No".

Long answer: You can do anything if you hack around enough - I'm sure
there's some registry/config tweak that would allow you to do this, but why
would you want to?
Safe mode is just there so you can boot into windows and fix things if
something gets so messed up that normal mode won't boot.
 
Computer seems to run faster without all the crap that windows is setup
to run from the factory in the background on startup...
