XP restarts on shutdown

I have installed a USB2 PCI card and now the PC restarts on shutdown. Have
installed the provided drivers, disabled Automatic reset, removed Roxio CD
5, read all the posts I could find here.

Card is NEC USB 2.0 PCI Host Adapter
XP Home SP2 with all updates.
The USB Controller driver "NEC USB 2.0 Controller" that the manual states
will be shown as installed is not showing following installation?
