How do I reinstall XP Home Edition on a PC which has been
preinstalled by the vendor and does not come with the full
set of installation disks, only the recovery disks?
 
Use the recovery disks. They will format your drive and reinstall xp. You
will lose anything not backed up.
 
Generally OEM Windows versions come preinstalled with a hidden partition on
the hard drive that can be used for restore purposes.
Just boot up the computer with the recovery disk and you'll be able to
access the original system files.
Please note this operation generally destroys your old C drive.

Destroys the CONTENTS of the drive, not the drive itself.

All you can do is use those recovery disks, or whatever other means he
has supplied to restore the machine to ex-factory state - that is all he
is required to provide. You might find that a borrowed retail full
disk, used with the key on the machine might work; but it depends on
what series of keys he has used, and the chance is not good
