XP Re-start Problem

I really need help. I was trying to re-start Windows XP Home in Safe Mode in
order to run a full system scan to try to detect a Downloader Trojan virus
that Norton detected.

I have done this before without any problems. However, this time when I
clicked restart,instead of opening in Safe Mode, I got an DOS screen saying:

"We appologize but Windows did not start successfully....."

It then gives 5 options to start up:
Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt
Last Known Good Configuration
Start Windows Normally

None of these options work. They all recycle me back to the same screen I
just described.

How can I get out of this loop?

I'd appreciate any help.

If you cannot start in all of these modes, you can try to use a boot
disk: "How to Use System Files to Create a Boot Disk to Guard Against
Being Unable to Start Windows XP"

Restore as described here: "How to Start System Restore Tool From a
Command Prompt in Windows XP"

If this does not work, you may want to reinstall Windows: "How to
Perform an In-Place Upgrade (Reinstallation) of Windows XP"
