XP Professional Installer Cleanup tool

Problem: can not remove an installed program.
1.Installed Quickens 2001 Basic.
2.Installed to C:\Program files. This is not the
destination suggested by the Quickens Installation Wizzard
3. I can not open the program. A window appears on the
screen "Unable to locate/process internal binary resource"
4. In the Control Panel, I opened Add Remove Programs.
5. I highlighted Quickens 2001 Basic and clicked on
Change/Remove.
6. A window Appeared on the screen, "Unable to
locate/process" internal binary resource".
7. I contacted the software vendor and they
advised me to go to Microsoft website to download an
Installer Cleanup tool for XP Professional. I could not
find an intaller cleanup tool for XP Professional. PLEASE
