XP Pro w. SP2 only boots in safemode or after chkdsk

I have a PC which will only boot in safe mode. When I try to boot normally,
it freezes during the blue screen for login. The only way I can get it to
boot normally is if I specify a filesystem check in safe mode and it is done
during the next reboot (since files are locked by NT) The machine has been
shutdown prematurely several times due to a faulty power supply. I have run
2 different anti-virus programs with nothing found. I have run 3 different
spyware checkers including Ad Aware, Spybot and Spyware doctor - all with no
results. The machine is clean. What can I do, should I do a clean install or
would "repair installation" help?

Is there perhaps something I am missing.

Thank you

I already tried to run system restore and it did not help. Irestored to
sometime over a month ago just to be sure.

Thanks

There may be a hard drive issue. I suggest you run chkdsk /r to check for
bad sectors. Also, the manufacturers drive check utility. Have you looked
at what was reported on the chkdsks to date? It will be shown under in the
Winlogon event in Event Viewer / Applications.
