No. It doesn't exist yet. The later service pack is SP2. SP3 is
expected sometime next year.

Moreover he asked his question in a Windows XP newsgroup. I'm not a
mindreader, and I prefer not to guess that he means something other

Microsoft usually makes a special page for major SP release and they
send it for free. They did this with SP2 at this following link
http://www.microsoft.com/windowsxp/downloads/updates/sp2/cdorder/en_us/default.mspx
for people with modems. Once the official SP3 comes out, you'll likely
see a SP3 version of the above page. Hang tight, most talk on the wire
says XP SP3 will be out by years end if not a bit sooner.

Nothing has been announced yet, and there's no way to be sure.
However, assuming that it will be like previous service packs, yes,
you should be able to order it on a CD.
