Unable to re-install XP SP3

OS = XP PRO SP2 - A few months ago I purchased a new computer with XP SP3
installed. However, when I tried to download anything from the Internet,
nothing would download. I took the computer back to the shop where I bought
it and the tech there could not discover the problem so he uninstalled SP3
and replaced it with SP2 which solved the problem. Recently I thought I'd try
SP3 again, but when I tried to download it I'm told it's already downloaded
and ready to install. I've located 120 SP3 files (dll, inf, update, etc.)
but nothing that looks like setup. What, if anything, can I do to be able to
download anew and install?

Verify that he hasn't blocked the download. That is done via the registry.

You just bought this system and it is having problems with the SP3
Installation, so the tech at the shop that you bought the system from
Does a roll-back to SP2.

OK.
The tech at the computer store was wrong in removing sp3 from the
computer.
What he should have done was took the system from you,
And did a clean reinstall of the OS.
As it is most likely corrupt in some way.

Take the system BACK to the computer store and demand that they reisntall
The system for you
(OR)
If they gave your the "Full Installation CD" with the system
(I am not referring to a Recovery disk)
If you have th full windows OS CD, then you can reinstall the system
yourself
If you have the know how. (or) Have them do it for you.

The reason why i state this information is that I have incontered the same
issue on a users computer a few years ago but with XPhe SP1
The tech removed Sp1 and the system started functioning properly.
They brought it over to me, and I was some test, and come to find out
The installation was corrupt.
I contacted the place were the system was purchased, and they paid me
To reinstall the system for the customer. ($65.00 Fee)

Make them fix your computer.
They are not suppose to sell a system that is not fully usuable.

Seems to me the technician did a bad job installing you operating system in
the first place

Some vital information:
Be aware that after April 2010, SP2 will no longer be supported.
You'll need to upgrade to SP3 by 2010 or you won't be able receiving vital
and pertinent security updates/patches for your WinXP operating system.
