xp pro modem signal gets chopped up - can't connect

After a normal shut down, if I try to connect using a
dialup the signal gets chopped up like morse code instead
of steady tones.

Have tried a new modem, phone line is OK. Tried different
settings for the modem, some affected things but none
fixed the problem.

When you say phone line is OK, does that mean you have replaced
the phone cord that connects to the modem? If not, that is the next
thing that I suggest trying.

Used a new cord, same line works fine with win98 machine.
Checked and updated the driver, modem is OK in device
manager. Searched KB's, the winxp website and others, no
luck.

You hear the typical handshake of tones, but they get
chopped or interupted instead of the tone so it prevents a
valid transfer, like some firewall software is detecting
intrusion and breaks up the signal; using norton system
works 2002.

Any clues are helpful, machine is pretty reliable...
