XP Pro keeps looping to Setup

The hard drive failed on my computer. I installed another hard drive and
tried to reinstall XP Pro, but it won't go past the "installing setup files".
It reboots after it installs these files but then tries to install them
again. I deleted the partition and created a new one, but it's still doing
the same thing. Is there any help here?

If the disk isn't new, my guess is an MBR or partition-table problem, left
over from its previous use.

Get a copy of Ranish Partition Manager, Run this froma DOS floppy, and use
it to erase the MBR and the partition, then start again. (E key to erase
selected item)

Usual warning: Note that this will remove EVERYTHING from the disk, and I
mean everything.
