xp pro install over 98SE upgrade version

On microsoft website, the windows versions for winxp upgrade, includes win98
but not win95. The site does not say if win98 has to be a full version or an
upgrade version.

I have win98SE upgrade version. When I try and do a clean install for WinXP
Professional, the request is for a previous win os. I use the 98SE, but the
install bombs out with a user.dll error and says that some message about a
key.

If I have the upgrade version of 98SE, does the WinXP Pro not install and
did I just throw away 199 dollars!!

The website does not say Win98 must be a full version!!

Since this question is still unanswered, I will pitch in.
It would appear at this pont that the XP upgrade you bought will not install
over your existing O/S arrangement. Since MS was not very specific, you
should be able to take the product back to the seller. I say this because
there is some added functionality that makes it possible for the individual
copy of XP you bought to be monitored by MS.

Since the XP obviously has not been activated by you, MS has not been given
your disk's key number. Therefore, the software is still "virgin," allthough
the package is not. With the new monitoring by MS, returning an O/S that
does not work out should be much less of a problem, because there is NO WAY
you can copy XP, return it, and then use it. What you have, from the
retailer's point of view, is a defective disk. Defective disks happen, and
now, with the unique identifier provided by the key, you OUGHT to be able to
get your money back. At the very least, you should be able to exchange for a
stand-alone XP. It's a great O/S, and you will like more the more you use
it, even if you end up paying a bit more for it. I think my retail OEM
version cost US$100 at Fry's.

A full or an upgrade CD of Win98 will work. Where you might run into
trouble is if the CD is an OEM Win98. Those don't always have the standard
Windows setup files on them. In this case, install Win98. Start the XP
installation from within 98. Choose New Installation instead of Upgrade.
During the process, you can tell setup to remove your existing Windows. The
prompt for presenting the Win98 CD will never show up because the operating
system was already validated when you started setup.
