XP Pro continuous reboot

I am trying to load XP Pro, the installation completes fine, and the PC
reboots (as expected) but before Windows comes up it reboots. I try getting
in using safe mode and get a blue screen, I can't remember the exact error,
but its pretty vague (no mention of a driver etc) and only mentions trying
to run a chkdsk/r on the hard drive. I have tried with 2 different HDD's and
get the same problem, so have ruled out the hard drive. I removed and
reseated the RAM, disconnected all hardware that I could, but still the same
problem. The only thing I have not tried is removing the graphics card as
there is no on board graphics, and I do not have a spare card I can try.

I plan to run memtest later to see if this throws up any RAM errors, but at
this point am stuck as to what the problem could be. Both HD's were
formatted by XP as part of the install process, I have run chkdsk and found
no errors. Is it possible that the video card is causing the problem? Any
suggestions on what to try?

It is difficult to give you any specific advice without the detailed
information from the blue screeen, especially the STOP code and the 4
parameters.

If you can provide this information then that should be a direct clue
as to the underlying cause of the problem.

As suggested please provide a copy of the Stop Error Report.

Disable automatic restart on system failure. This should help by
allowing time to write down the STOP code properly. Right click on
the My Computer icon on the Desktop and select Properties, Advanced,
Start-Up and Recovery, System Failure and uncheck box before
Automatically Restart.

Do not re-enable automatic restart on system failure until you have
resolved the problem. Check for variants of the Stop Error message.

An alternative is to keep pressing the F8 key during StartUp and select
option - Disable automatic restart on system failure.

If you want to know more about the earlier problem please post copies of
all Error and Warning Reports appearing in the System and Application
logs in Event Viewer relating to the problem. No Information Reports and
no duplicates please.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

Part of the Description of the error will include a link, which you
should double click for further information. You can copy using copy
and paste. Often the link will, however, say there is no further
information.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

Try hitting the pause key, this may stop the system so you can read the
error.

I can't access Windows XP itself to do anything, the system never gets that
far. I should have said that it only tries to reboot constantly if I try to
access XP normally. When going into Safe Mode I get the blue screen ......
will make a note of the error code later today and post it sometime later
(probably tomorrow). I did Google the error code and it found very few
results, but again, I will post it here later (tomorrow).

I ran Memtest for a couple hours last night and this threw up no problems.
