XP Pro connect real slow with wireless card and failed

I'm having trouble with a laptop running XP Pro w/ 802.11b
wireless card. XP starts normally but I am unable to browse
"My Computer" at all. Until about 1-2 minutes later. Which I
see a Network Connection taskbar icon. But the DHCP is
appearantly failed as I got a Private IP Address assigned by XP.

If I then choose "View Available Wireless Networks" and then
connect manually, real connection will establish automatically.
I have tried disabling the "Wireless Zero Configuration" but
not only it does not help. I cannot even "View Available
Wireless Networks" and connect manually.

On the other hand, a dual boot configuration of Win2000 works
without problems. But it also have very different drivers. So
I would rather not mess up my XP config. But at least the hardware
is working fine.

My last few lines of ntbtlog.txt comes out like this.
Any help is appreciated.

Loaded driver \SystemRoot\System32\DRIVERS\mrxdav.sys
Loaded driver \SystemRoot\System32\Drivers\ParVdm.SYS
(short delay)
Loaded driver \??\C:\PROGRA~1\Grisoft\AVG6\avgcore.sys

(I have also tried disabling AVG and BT but without improvement)

Looks like I have to answer my own question. The problem is
related to HotFix 826942. Yes, the fix that is suppose to solve
slow connection problem is causing slow connection! Once I
uninstall it, the problem (long delay in DHCP when WEP/WPA is
enabled) goes away. I have verified this by reinstalling the
hotfix.
