There isn't much there out of the usual. A list of your running
services and processes would probably be more useful to the ones wanting
to help you. There can be different causes for long boot/startup
delays, one of the most common cause is having all kinds of unecessary
stuff starting for nothing when the computer boots.

At a Command Prompt issue the following commands, pressing enter after each:

net start >C:\Startlist.txt
tasklist /svc >>C:\Startlist.txt

Note the single redirector ">" in the first command and the double one
">>" in the second command. After you run the commands find and paste
the contents of the Startlist.txt file to your next post so we can have
a quick look at your running processes.

Windows XP Home doesn't include the Tasklist.exe utility, I can't figure
out why Microsoft excludes this utility from the Home Edition, but you
can download a copy of it here:

What is the CPU and how much RAM does your computer have? Right click on
the My Computer icon on your Desktop and select Properties to get this
information.

Try Ctrl+Alt+Delete to select Task Manager and click the Performance
Tab. Under Commit Charge what is the Total, the Limit and the Peak?

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

HOW TO: View and Manage Event Logs in Event Viewer in Windows XP
http://support.microsoft.com/kb/308427/en-us

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer. Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties,
Hardware,Device Manager. If yes what is the Device Error code?

Select Start, All Programs, Accessories, System Tools, Disk CleanUp to Empty
your Recycle Bin and Remove Temporary Internet Files. Also select Start, All
Programs, accessories, System Tools, Disk CleanUp, More Options, System
Restore and remove all but the latest System Restore point. Run Disk
Defragmenter.

Was this information taken right after the computer was booted? In
other words these things all start when the computer is booting? Is the
computer on a network or is it a stand alone? Do you share files with
others? There are a couple of things there that I might personally trim
out but otherwise list doesn't seem all that out of the ordinary, how
long does it take to boot to Windows? Maybe your AV/Spyware software is
set to do scans when the computer is booting?

What is the precise version of Windows do you have? Is your computer a
laptop or desktop?

Have you made any recent changes to the way you connect printers to the
computer?

The next suggestion could help with the shutdown problems.

Did not load driver \SystemRoot\System32\DRIVERS\parport.sys

This is showing up in the Event Viewer system log as an Error. It is a
strange one. The Parallel Port Driver service is not normally encountered
with Windows XP?

He's seeing it in the bootlog, not the Event Log. Parport.sys is a
standard Windows XP driver, I don't know that the driver not loading
would cause any delays to the boot up time.
