XP Pro chkdsk and enters safemode screen over and over??

I have a user who's desktop boots up and does a chkdsk. It looks like it
corrects a few files and then it goes to the safemode option screen. It
doesnt matter what I choose because it goes back to either the chkdsk portion
or back into the screen with the safemode options. How do I get this
computer back up? Can I reinstall XP over it? I did go into recovery mode
and ran a chkdsk from there and i used the dir command and I can see all
folder and files. Any suggestions?

The what? Is there anything in the recovery console that would do the trick
as well?

The hard disk manufacturers checking utility, available on their web site
The fact that you can see the files is immaterial, if the disk has bad
sectors
