xp pro boot-up

My pc boots up just fine until it loads the user background and start bar,
the start bar freezes and i cant do anything else, the start bar has an
Hourglass loading icon when the mouse is on it, none of the process in the
corner by the clock seem to be loading. i cant even boot my pc far enough to
use system restore. right now it is in safe mode and i tried to use system
restore in there and it couldnt find any restore points.
 
Do the first step in Safe mode, if needed, to "turn off" rebooting on fatal errors:

A) Right Click the My Computer icon on desktop. Select Properties.
Next, select Advanced. Look for a block that says Startup and recovery. Press the settings button.

In System failure section, turn off (un-check) Automatically restart.

Write an event to system log should be Checked (selected).
Apply change.

If you should later on see a STOP error, write down all of the codes and text. And then you can do research (as well as posting here).


B) See what Event Viewer has in it's log. Select Start button/ select Run , then type in

eventvwr.msc <Enter-key>

-- or Go to Control Panel / Performance and Maintenance/Administrative Tools >Event Viewer.

Review the sections and look for Errors or Warnings that match the time the event occurred.
Double click---the information "may" give a clue.

C) You may need to run "MSCONFIG" while in Safe mode so that you can trim down Startup programs (other than antivirus, anti-malware, & firewall software).
Start button, select RUN option, then type in
MSCONFIG <Enter-key>

Select the Startup tab & review all programs listed. See what you can trim back on. Write down what you disable (by removing check {tick} ).

I suggest this last step because it may well be that a new 3rd-party program is causing a fatal system error.

Have you added new programs, updated hardware drivers recently?
 
my pc was loadint up really slow so i figured id run spyware and antivirus,
is still started slow, i ran a registry fix and this happened.
DCOM got error "This service cannot be started in Safe Mode " attempting to
start the service EventSystem with arguments "" in order to run the server:
{1BE1F766-5536-11D1-B726-00C04FB926AF}

The following boot-start or system-start driver(s) failed to load:
eeCtrl
Fips
intelppm
SPBBCDrv
SRTSP
SRTSPX
SYMTDI
 
Your earlier note indicated you could get into Safe Mode. So I'd suggest you do my suggestion A while in Safe mode.
