Can only boot up in safe mode command prompt

Please help have 300gig HD and dont want to lose the data on it. I can only
get computer to boot up in safe mode command prompt only sometimes other
times it just wants to keep cycling rebooting.All this started after I down
loaded Internet Explorer 8 beta it installs windows restarts up comes blue
screen of death starts doing memory dump and I stupidly immediately shut
computer of tried to restart and would get to about where it shows irqs
settings in bios and it would restart or freeze. so then tried the f8 boot to
last know good settings would just get a reboot. tried safe mode would get
to black screen with safe mode in corners in white showing and nothing else
on screen and keyboard and mouse wouldnt work. also a few times i would get
as far as to my login inbox for user acct and couldnt do nothing cause
keyboard and mouse not responding finaly get it to boot into safe mode with
command prompt rstrui.exe to do system restore but when i hit enter nothing
happens just goes to another command prompt for what i just typed with cursor
flashing. also tried using cd to do a repair to no avail. would go thru it
then goes to boot and get ntrl something like that messages or the system32
cant find file please insert system disk message used 2 different xp disks in
great shape still nothing even tried using a 60 gig HD and slaveing my
corrupt one in hopes of getting system up so I could gain access to fix the
files on the corrupt drive or transfer some of thefiles & programs to other
drive and burn them to cd slowly but surely. cant even do that cause I cant
even get a system to install on the 60 gig HD keep getting errors during
setup install like cant find driver.cab or similiar other critical file
which stops install and reboots after i click ok. I have a self built system
Amd 3000 +processer ati 9800 radeon pro vid card all drivers and programs
were up to date had no problems for almost 2yrs now so any other tips or
advice I welcome What I really want to save are my doccuments and settings
folders and favorites from corrupt HD cause have most sites saved with the
user name and password auto login thanks

Your hard drive is having trouble, and you need to boot to your setup CD,
press 'r' for repair, and use the Recovery Console to run the command
'chkdsk /r'. Since you are seeing the Safe Mode screen, this should do it,
if anything will. If chkdsk will run, you can then try a Repair setup.

If you only have the factory recovery disk(s), download the above ISO file,
and make a Bootable CD from it.
It does not install, it only uses your system resources, like RAM,
Gtraphics, etc.

Reboot with it, and save your data to Flash Drive, after changing FD
properties from Read Only.

A good ISO burner.
Install it, right-click on the downloaded ISO file>Copy Image to CD.
