Windows will not boot up normally

Hi,
When I try to boot up windows XP it gets to the windows screen with the
light which moves across and just hangs there. It will start in safe mode. I
previously solved this problem using system restore but this is not working
this time.
I have tried scaning for viruses, cleaning out the internet browser, Have
deleted programs which are not needed.
I insalled a program before this happened but since the system restore cant
find it to try uninstalling it.

Please help!!

If "a program" caused the problem, then reinstall "a program" in Safe
Mode. This will place an entry in 'Add or Remove Programs' which you can
use to uninstall it.

What was the name of the program?

Have you tried choosing the Last Known Good Configuration option (while
in the menu F8 takes you to)?

When you say that System Restore is "not working this time," what do you
mean? What is the *exact* message you see?

Do you have good reason to suspect malware? Certain malware programs
can't be removed by simple scans.

Do you have access to an external hard drive? Do you have access to an
XP installation (setup) disk?

What Service Pack level is your system at?

What do you mean by "Have deleted programs"? Did you uninstall them
properly or did you merely delete the folders and their contents while
in Windows Explorer?

What are the names of all the anti-malware programs you have? Certain
ones interfere with System Restore.

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago. Also don't post those relating to a period when you were in
safe mode as it confuses. Do a normal boot noting the start and end
times. Then reboot in safe mode to look at the logs for the period you
noted.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.
