XP Pro asks for activation after every reboot

I tried to activate XP the first time and it wouldn't accept my
Product key. I called the number on the screen and they gave me a new
one. XP wouldn't accept that one either. I do have a legal disk.
They told me to reinstall, so I did and it accepted my original key
and was activated during the install process. Now, however, it asks
for activation everytime I reboot. I click yes and it immediately
tells me Thank You for Activating without me ever typing any info.
Also, since all this happened, XP is extremely slow loading. I've
tried some of the fixes mentioned on here by Darrell Gorter and Carey
Frisch with no change.

Anyone have any ideas as to why this is happening and what will fix
it?

Reboot to Safe Mode:
Reboot tapping F8 each second.
Select Safe Mode at the menu

Start/Run
Type "regsvr32.exe regwizc.dll" ENTER
Type "regsvr32.exe licdll.dll" ENTER

Reboot.
Activate

I did that already and it still asks me to activate after each reboot.
The strange thing is it doesn't ask me for any info. Just immediately
pops up another windows thanking me for activating.
