XP PowerToy Image Resizer stopped working

When I right click on a jpg the "Resize Pictures" option shows up in the
menu, but when I click on it nothing happens, the Image Resizer window does
not show up. I tried uninstalling/reinstalling the software but the "Resize
Pictures" option is still inactive when I click on it. I also tried the fix
suggested in this site without success: http://www.tikkiweb.net/resizer
Thanks for any suggestions.

If Image Preview is disabled in XP, resizer won't work either. Type
"REGSVR32 SHIMGVW.DLL" at a command prompt to fix resizer. (Found on
aumha.org)

I tried that command but the issue is still present, the "Resize Pictures"
link in the right click menu is inactive when pressed.

How to fix a missing "Resize Pictures" right-click command.

Open the Run box and enter, one at a time:

%WinDir%\system32\regsvr32.exe /u %WinDir%\system32\shimgvw.dll
%WinDir%\system32\regsvr32.exe /i %WinDir%\system32\shimgvw.dll

If that didn't work, install it again. If it still doesn't
work, uninstall it, restart, then install it again.

Thanks I tried your instructions without success. It seems that this issue
cannot be fixed unless I do a fresh windows reinstall or maybe a Windows
Repair
