XP Performance decline

I have had my system for approximately one year. I am
suddenly having a problem with extended wait times after
a windows shortcut is clicked to activate various
programs. It first became noticeable while logging onto
the internet (rather than a few seconds, it now takes 30 -
45 seconds for the software to loadup). The problem
exists with most programs, however, and is not limited to
my ISP software. Once a program loads up it seems to
operate fairly normally.
I ran a defrag and also tried to fix the problem by using
the system restore function in XP.
Any ideas about what the problem may be and how to fix
it??
