XP pc will not shutdown or restart, but does not lock up

I am running windows xp pro. new install, after adding
programs, i tried to restart the computer, and it wouldn't
do anything. it isn't locking up, but it will not restart,
shut down with power button or in start button. i can
reset it, but I loose everything i am trying to install.
I tried running the windows xp boot disc and repairing it,
but again...it will not restart. any information anyone
can give would be greatly appreciated. If you need more

Looks like you'll have to isolate which added programs
are giving you the problem. Provided you have no problems
rebooting with new install(I assume that is windows xp
install) I would also run error checking after window xp
install. Need help , open help and support and search for
error checking
