I am about to build a new machine. I really like using
wimdows XP. Can I use the XP program I have now or do I
need to buy another XP program for the new machine?

Legally you have to get another license to put XP on another machine.
Unless of course you're getting rid of the old machine in which case I
think that removing XP from the old and putting it on the new is ok.

You may have to call them though to get it activated as it will show as
allready being used.

If you bought a OEM copy (e.g. not full retail box) you
can not moved the licence from PC to PC (OEM copy die with
the machine, so even if you removed it from the old
machine you should still purchase a new copy)

Greetings --

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.

Here are the facts pertaining to activation:

Windows Product Activation (WPA)

If, however, you want to have two PCs running WinXP, then you will
need to buy a second license for the second computer.
