XP not using swap file

XP Pro is reading and writing to HD just like the old
DOS. I have 1 Gig of RAM and a 1.5 gig swap file but
after two or three programs load, things grind to a halt
as XP begins going to HD for everything.
I installed the 4 security updates. I also defragged
using Diskeeper about the time things slowed.
Suggestions?
