Is there any software out there to check the product key to see if customer already registered or not ?
I some time get a return box from customer saying they never registered, but later found out it's already been register.

No, what would you do with the software?
Where would you install it?

The only way is to attempt activation, if it is already activated, you
will be informed.
Or if >120 days since activation it will react as if not activated.
