XP Language Bar

I have windows XP home edition running on my PC and I can not get the
language bar to show on the bar at the bottom of the windows desktop.

If I go to Regional & Language Options in the Control Panel, click on the
Languages tab and then click on the Details button - the Language Bar button
is greyed out so I can not click on it to customize it.

I have installed a second language and need this bar to easily switch
between the two.

Any ideas how I can get it to show up at the bottom of the screen?

What happens if you right click the Taskbar then select Toolbars>Language
bar?

Right click on the taskbar and select "Language bar" from the Toolbars
submenu.

I just tried this but nothing seems to happen?

Any idea as to what could be wrong?

What do you mean by "installed a second language"?
Have you installed a component of the Multilanguage User Interface?
If that is what you mean, the option to change languages is on the
lower part of the Languages tab.
