XP is blocking access to files

I've been trying to receive files from friends on different chat programs and
every single one of them I try to open and it tells me that Windows thinks
this is potentially a harmful file and has blocked access to it. I'm the
Administrator and I can't even lower the security settings of the computer.
They always default back to Medium. How do I get it so Windows doesn't block
access to any of my files.

If you have the windows firewall set it sometimes blocks things. Unless you
have another firewall it is best to leave this on. You can try setting up
the site it is blocking as a trusted site. Go to the control panel, internet
options, security tab, click trusted sites and add the site. If you don't
have windows firewall on and the problem is with another security firewall
you can also set up trusted sites on them.

I don't have any firewall running at all. I have so many programs that go
out over the net it's a pain to setup the firewall for each one. Right now I
don't even have a virus scanner running. If I got into the internet options
and try to change the settings down to med-low it doesn't allow me to do it.
Even if go into custom settings and then change in there to med-low and hit
apply it still leaves it as medium security setting.

I'm sure you know how important a firewall and virus protection are so I
won't go into that. But for the file downloading, when you click the custom
settings tab look at the top section and scroll down until you see downloads
and enable file downloads.
